Virginia vs. Maryland — Two Different Systems

Virginia uses the federal ACA marketplace at healthcare.gov — the same platform used in most states. Enrollment is handled through the federal exchange. We are certified to assist Virginia clients through the federal marketplace.

Maryland operates its own state health exchange — Maryland Health Connection (MHBE). This is a separate platform from the federal exchange with its own enrollment process and additional state-level subsidies available in some cases. We hold Maryland Health Connection CAW certification and assist Maryland clients through both the state and federal pathways depending on eligibility.

When You Can Enroll

Open Enrollment runs November 1 through January 15 each year for coverage beginning January 1 or February 1. This is the primary window when anyone can enroll or change plans.

Special Enrollment Periods (SEPs) allow enrollment outside of Open Enrollment when certain qualifying life events occur — job loss, marriage, divorce, birth of a child, relocation, or loss of other coverage. SEPs give you a 60-day window to enroll. We help clients identify and document qualifying events throughout the year.

Virginia & Maryland Health Insurance Questions

Eligibility for Premium Tax Credits (subsidies) is based on your household income relative to the federal poverty level and your household size. For 2024 and 2025, the income range for subsidy eligibility has been expanded significantly under the American Rescue Plan. Generally, if your household income is between 100% and 400% of the federal poverty level — and in some cases above 400% — you may qualify. We can check your estimated eligibility quickly based on your household size and income range.
Virginia uses the federal ACA marketplace at healthcare.gov, which is the same exchange platform used in most states. Maryland operates its own state exchange — Maryland Health Connection (MHBE) — which has its own enrollment platform, its own insurance carrier offerings, and in some cases additional state-level cost-sharing assistance. Maryland residents must enroll through MHBE, not the federal marketplace. We are certified to assist clients in both systems.
